Rational ClearCase is not an SCM tool
If Telelogic Synergy is not an SCM tool and Subversion is not an SCM tool, it is easy to conclude that IBM Rational ClearCase is not an SCM tool either. Not even ClearCase/UCM is an SCM tool.
