It provides a mechanism for immutable baselines in the same way that ClearCase provides a mechanism for protecting your elements.<BR/><BR/>I suppose that by your definition base ClearCase would not qualify as an CM tool?<BR/><BR/>As for changesets, as you said, I disagree with your assessment.
